Kevin W. Navarro began his career with the Dallas Police Department in July 1981
when he assumed duties as Patrol Officer. After six years as a Patrol Officer, he became a member of the department’s
Crimes Against Persons Division where he investigated offenses such as assault and family violence. In 1989, Detective
Navarro joined the Dallas Police Department Homicide Division where he served for seven years. Detective Navarro was
Lead Detective on 108 homicide cases while assigned to the Homicide Division. He successfully cleared 80 percent of
those cases.
Kevin is currently a lead instructor at the Dallas Police Academy where he develops curriculum and provides
advanced instruction in topical areas including officer survival, interviewing and interrogation, use of force, and general
principles of criminal investigation. He is also responsible for designing dynamic, realistic force on force scenario based
training for in-service officers at the Dallas Police Department.
Kevin has been involved in numerous law enforcement initiatives and organizations. He
served on the General Motors Law Enforcement Product Council. He is on the Executive Board of the Association of Law
Enforcement Emergency Response Trainers. Most recently, Kevin teamed with the Federal Law Enforcement Training
Center to develop a groundbreaking video-based training program examining criminal interrogations. During that project,
he was instrumental in facilitating and conducting interviews of convicted homicide suspects now in custody of the Texas Department
of Corrections.
Kevin travels
throughout the United States providing state and local law enforcement agencies innovative training in the areas of officer
survival, use of force, law enforcement vehicle operations, and criminal investigation.
